best hair styling gel for liberty spikes?

hey, for school pics, im trying to do something with my hair, i need the STRONGEST possible hold for my hair as my hair is about 10 inches long, and i want to put it into liberty spikes. what would be the best gel or hair styling stuff to use for this? (preferably something under $30 if possible)

1. my brother uses hair glue to spike his hair.. (but his hair isnt 10 inches long.. more of 2 or 3..) apparently hair glue is stronger than gel but i dont think its going to work. so try elmers glue? lol. it might work...LOL! so you can use elmers glue.. http://www.wikihow.com/Liberty-Spike-Your-Hair
