Can petroleum and food coloring equal temproary hair gel that has color in it?

I want to tint my sister's hair blue and make it stay in a ponytail without it coming loose. I am looking for hair gel that adds color to hair but washes out easily. Can petroleum jelly do this for me? Does it cause harm or irritation at all?

1. Food coloring is water based and petroleum jelly is petroleum based. Oil and water don't mix. Also petroleum jelly will NOT wash out.
